It'd be interesting to relate the pay of top council officials to your thesis - they're the people with power in UK local govt.

But as to the value of some of those council positions...hmmm. Remember the vast proportion of UK local govt spending is hypothecated so it often flows out with little reference to individual councillors.

My own (untested) view is that the UK's centralised govt spending and public appts bureaucracy are quite good at preventing corruption, but rather bad at encouraging participative democracy.
